No attestation and stamp paper needed for any government service or affidavit respectively in Maharashtra

Central government passed this order  in Sep 2014 and now Maharashtra Government followed...

Maharashtra Government in a GR Dated 09th March 2015 categorically issued orders to all state government authorities and departments that here onwards no office will ask for attestation by SEO/Gazetted officers /school or college principal on any photocopy of any document. A simple self certification from applicant is sufficient .You can sign the photocopy and that's about it

Also no affidavit here onwards will be needed to be done on a stamp paper ( though this order was in place since 2003,it was not practiced and people were still paying for stamp papers )except those cases where a law categorically needs a stamped affidavit .This is very important as many government officers used to insist at their will for an affidavit on stamp paper even if standard operating procedure of the law governing that citizen service didn't specifically mention any need for such affidavit.

You can simply use the suggested format pasted below on a plain paper with your photograph to do a "self declaration "

आधार "कार्ड " ( !) आणि त्याची सक्ती आहे की नाही या विषयावर रोज नवीन नवीन बातम्या येत आहेत. केंद्र सरकारने  मध्ये वेळो वेळी "आधार नोंदणी सक्तीची नाही आणि कुठलेही सरकारी लाभ/सुविधा केवळ आधार क्रमांक ( मी मुद्दाम "क्रमांक" असा शब्द वापरत आहे ) नाही म्हणून नाकारता  येणार नाहीत " असे स्पष्ट करून सुद्धा अजून   गोंधळ कायम आहे . महाराष्ट्रात तर " सुविधा नको पण आधार सक्ती आवर " अशी वेळ आली आहे . आधार कार्ड  एजन्सी साठी कंत्राट घेताना विविध कंपन्यान्नी आधार नोंदणी केंद्र स्थापन करून कार्ड साठी माहिती जमा करताना  होणारा खर्च आणि प्रत्येक क्रमांकाची माहिती  UIDAI  कडे जमा करून मिळणारा मोबदला यातून होणारा नफा यांचा ताळमेळ बिघडू नये म्हणून एकीकडे आधार ची सक्ती नाही सांगायचे पण दुसरी कडे विविध योजनांचे लाभ  देताना आधार कार्ड मागायचे असा सरकारचा दुटप्पी पणा दिसतो. आधार सक्ती केली नाही तर लोक नोंदणी करणार नाहीत आणि मग या कम्पन्या ना  फायदा झाला नाही तर निवडणुकीला पैसा त्या देणार नाहीत असा एकंदर हिशेब असावा .

 

  आज कुठल्याही सरकारी विभागात गेलात तरी " Original" ( !)  आधार "कार्ड" मागतात ! आणि विचारले की "ओरिजिनल " म्हणजे काय तर म्हणे पोस्टाने आलेले "रंगीत" आधार "कार्ड" . बरे नुसते "कार्ड" ( म्हणजे आधार पत्राच्या खालचा कापता येण्या सारखा भाग ) चालत नाही तर " पूर्ण" पत्र लागते !आता या सरकारी बाबू लोकांच्या अज्ञानाला हसावे कि रडावे तेच कळत नाही .

 

सर्वप्रथम हे लक्षात घेतले पाहिजे कि "आधार" हा प्रत्येक व्यक्तीचा "ओळख क्रमांक " आहे कि ज्याच्या संदर्भाने भारत सरकारच्या  UIDAI प्राधिकरणाकडे असलेल्या डेटाबेस मधून त्या व्यक्तीची बायो मेट्रिक ( हातांचे ठसे ,रेटीना स्क्यान )तसेच  KYC ( रहिवासाचा तसेच ओळखीचा पुरावा )वगैरे माहिती शोधून काढून ती पडताळता येईल . त्यामुळे खरे पाहता कुठलाही सरकारी फॉर्म भरताना त्या व्यक्तीने नुसता आधार क्रमांक लिहिला तरी चालणार आहे . तसेच जर एखाद्या सरकारी खात्याकडे  UIDAI  च्या डेटाबेस चा Access नसेल तर त्या खात्यांनी तसा स्वतंत्र करार  UIDAI  शी करणे अपेक्षित आहे आणि तो पर्यंत त्या खात्यांना आधार क्रमांकाचा शून्य उपयोग आहे ! हल्ली ओळखीचा आणि पत्याचा पुरावा म्हणून महाराष्ट्रा मध्ये नेहमीच्या पासपोर्ट,रेशन कार्ड ( हे आहेच अजून चालू बरे का ),PAN कार्ड ,लाईट बिल वगैरे घेतात ते घेतातच पण अजून एक आधार चे "ओरिजिनल " "रंगीत " कार्ड " सुद्धा मागतात !ज्याची खरे पाहता गरज नाही .

 

          आता  वळूया "ओरिजिनल" कार्ड विषयाकडे . भारतीय पोष्टाच्या गलथान कारभारामुळे अजूनही बर्याच जणांना नोंदणी करून  सुद्धा महिनोन महिने आधार क्रमांकाचे पत्र पोष्टाने मिळत नाही आणि सरकारने ऑन लाईन उपलब्ध करून दिलेल्या ई -आधार चा प्रिंट आउट सरकारी बाबू "ओरिजिनल" मानत नाहीत .  परंतु  UIDAI  हा ज्या नियोजन आयोगाचा भाग आहे त्या नियोजन आयोगाने आपल्या २ ८  मार्च २ ० १ ३  रोजीच्या पत्रकामध्ये ( संदर्भ क्रमांक : १ १ ० १ ४ / ८ /२ ० १ १ - Logistics )  ई - आधार चा प्रिंट आउट म्हणजे मान्य शासनमान्य आधार क्रमांकाचा  पुरावा असे नि: संशय नमूद केलेले आहे. सदर परिपत्रक http://aadhaar.maharashtra.gov.in/upload/e-aadhaarCircular[1].pdf  या संकेत स्थळावर पाहता येईल .

 

असे असताना ही  सरकारी बाबू सामान्य माणसाला आधार च्या "ओरिजिनल" "कार्ड" (!) साठी का त्रास  देतात हे उघड गुपित आहे !

Palghar District Notification

Here is another stupid "sarkari" issue which one of the friend faced at Indian Embassy in US when he applied for his passport renewal.His old passport has Vasai address which was in Thane district and since 1st August 2014 ,a new district "Palghar " was carved out from Thane and Vasai was included in this new district.

Now for new passport when he gave the district name as "Palghar",the Embassy rejected his application saying that all his address proofs have district noted as "Thane" .So they can't give passport with "Palghar " as district !

Is it our fault if government creates new district and doesn't notify Ministry Of External Affairs ?So now I emailed him the original Maharashtra State Gazette Notification which created Palghar District.
